I've heard this often. The UK people I work with tell me Perth winters seem worse than UK winters because of the lack of double glazing and centralised heating. I would note that you get the reverse problem in cold places that aren't used to summer. Being on a crowded bus in Stockholm with no air conditioning in 28C feels like 40C. Also, note that with long summer days and very little night, the temp is 28C from about 5 in the morning.
